2On the Major Irrigation "Worlcs tho not roventie earned showed an

3increase of about Ks. 50 lakhs over' the lignres of the previous year. Of this

4Es. 17*5/ lakhs ‘were contributed by the new canals of the Triple Project,

5which showed a deficit in the previous year. The increase on the other canals

6was attributable to the favourable monsoon rainfall in the kharif crop of the

7year under report The rabi crop of the year 1916-16, the demand for which,

8was 'collected during the year, also yielded good financial results as the

9abnormal drought created an unusually keen demand for the moderato sup-

10plies available.

11The interest charges for the year amounted to Bs. 70 and (he

12net profit, .after defraying interest charges, was Bs. 2,16.67,691 or 9'S2 pet

13cent, on the Capital outlay to date. In the previous year the corresponding

14figures were Rs. 1,64,21,265 and 7'56 respectively.

15The Minor Works have also done well and show an increase of nearly

162 lakhs’ over the figures of the previous year.

17The percentage of net revenue on Capital outlay on the principal

18canals was as follows *. —

72With the exception of the Upper Jhelnm Canal, Upper Sutlej Inunda-

73tion Canals and Sidhnai Canals, all the other Major Irrigation Works as

74detailed above showed improvement over the figures of the previous year.

75The collections on the Upper Jhelum Canal were for kharif only, there

76was no rabi crop in 1916-16. The tabular statement above is unfair to the

77Upper Jhelum Canal, as most of its Capital Expenditure is for the benefit

78of the Upper Chenab Canal and Lower Bari Uoab Canal, and not for local

79irrigation Ror proper comparison with the older canals the three canals

80should be taken together. Por the Triple Canal system as a whole, the net

81revenue percentages are I'dQ excluding interest charges, and — 1*58 including

82interest charges. As regards the financial results it has to bo borne in mind

83that no less than ono-third of the total income, or 130 lakhs, is made up of

84indirect receipts on account of land revenue due to the canal, water advantage

85or owner’s rate, proceeds of sales of Government lands in the Colonies. These

86receipts explain the extraordinarily high profits on the Lower Chenab, Lower

87Jhelum and Sidhnai Canals on which most of the land iiTigated belonged to

88Government. They also swell tho profits for tho Punjab Canals, as a whole,

89w'hioh, if indirect receipts were excluded, would amount to only 4 per cent,

90on the Capital outlay.
