2 bogues are fined in the same amount. It depends upon the frequency -
3 or extent of such frauds whether the Shanbogue is retained in office
4 or not.
5 The Superintendent confirms or modifies tenders made to the Amil-
6 dars for leases varying from one to five years ; as well as the terms upon
7 which. new land is taken up on Candayem. Leases for five years are
8 usually granted, upon a fair advance on the average of the previous five
9 years’ produce being tendered. As a general rule such leases of villages
10 are only given to respectable land-holders of that same village. New
11 lands are granted upon the average rewaz or rate of the vill@ge, at a
12 progressive rate generally of three years; one-third for the first year,
13 two-thirds for the second, and the full rate for the third; if much ex-
14 pense and labour are to be incurred in clearing, the progressive rate
15 is extended to four or even more years, nothing being charged for the
16 first year.
17 On these circuits it is- expected that all disputes of whatever descrip-
18 tion referable to the Superintendent will be finally decided: and ten
19 days before the Superintendent arrives at a Talook a proclamation is
20 published in that Talook informing the people that the Superintendent’s
21 Cutcherry will arrive there on such a day, and remain so many days;
22 * and inviting all persons having any complaints or representations to
23 make, to present themselves before him within that period; and de-
24 claring that should they omit to do so, their complaints will not
25 be attended to afterwards, unless good reason can be shown for their
26 default.
27 The Superintendent observes upon the increase or decrease of the cul-
28 tivation of the. several Talooks, he encourages the former and seeks out
29 the causes of the latter.
30 A very important part of his duty is to inspect the works of irrigation
31 in his Division; to see if the new works have been efficiently constructed,
32 and the repairs properly executed, and to devise remedies for defec-
33 tive works, He has also to look after the roads in his Division; in
34 short he is expected to see with his own eyes as much of every thing
35 as possible.
36 The Superintendent has authority to sanction the outlay of a sum not
37 exceeding 50 Canteroy Pagodas, for the repair of tanks and other
38 purposes ; but where the expenditure exceeds that amount the approval
39 of the Commissioner is necessary.
