2 that the plan of employing Purchayets, or Native Juries, under: Euro-
3 ' pean and Native supervision, which has been carried out on a large
4 scale in the administration of this Territory, has continued, with an occa:
5 sional glaring exception, to justify all that was anticipated from it: The
6 most acéomplished European Judge can never.hope to approach them
7 in weighing the value of evidence ; but with the finding of a Native
8 Jury on, his side, he is freed from the weight of doubt and difficulty ; he
9 passes his sentence with a full confidence in its justice, and his ribunt
10 becomes the terror of evil-doers,
11 This is ’ particularly felt in the case of: Ging robberies ; (the peak
12 problem of the day as far as Indian J urisprudence i is eotscardied) as would
13 be startlingly apparent if the Mysore returns were contrasted with those
14 from “he neighbouring “regulation” provinces. The exceptions above
15 alluded to were in cases where the purse or the position of the parties
16 interested armed them with powers of persuasion, which the feeble
17 courage, and feebler morality of the jurymen were unable to withstand.
18 For this the only remedy to be found is in the good sense of the presi-
19 ding officer. , ;
20 From the circumstance. of Mysore being made up of a congeries of
21 petty Poligarships, whose chiefs were alternately caressed and treated
22 as the scum of the earth by Tippoo, some little difficulty was apprehend-
23 ed in their management ; more especially as the influence of one of
24 their families had given a form to the rebellion in Nugger which was
25 the proximate cause of the assumption of the Government by the Com-
26 pany. It has been found, however, that though they -made a parade
27 of theig hopes of recovering the possessions of their ancestors, they are,
28 under ordinary circumstances of precaution, utterly powerless for evil,
29 and when in 1849 a few of the most daring and disaffected amongst
30 them rose in open revolt, they failed in exciting any overt sympathy
31 among the people, and the whole body, consisting of some fifty or sixty
32 individuals, all relations of their own, were captured in the course of a
33 few days; More recently one Poligar, who was on his way to join the
34 insurgents in the districts lately assigned by the Nizam, was apprehend-
35 ed befére he reached the frontier. Each family has a small stipend
36 from the Government, and a leading member of the house is required
37 constantly to reside under surveillance in Bangalore.
38 The Physical features of Mysore, its land-locked position from all
39 _ Markets—its isolation from the surrounding countries by: reason of the
