4 year., Decreases (1) Travelling allowance, Rs. 981, owing to
5 the camping season for Superintendents, and Assistant Commis-
6 sioners having begun later, and to fewers transfers of subordinate
7 establishment ; (2) Rs. 266 in conveyance of records, owing to .
8 tours beginning later; (3) Rs. 527, purchase and repairs of tents.
9 Two sets of new tents were purchased in 1893-94 ; (4) Rs. 631,
10 house rent, owing to the headquarters of the Caleutta-Bhagul-
11 pore Superintendent being at Monghyr for the whole of the
12 ‘year instead of at Calcutta ; (5) Rs. 15, service postage charges,
13 and Rs, 85 stationery charges; (7) Rs. 106, petties; and (8)
14 Rs. 34, refunds on account of salt used in the manufacture of
15 ‘soap at Meerut. ‘
16 The net revenue has increased by Rs. 9,983 and shows a
17 surplus over charges of Rs. 33,436 as compared with surpluses
18 of Rs, 23,453 in 1893-94; of Rs. 60,429 in 1892-93 ; and of Ks.
19 44,430 in 1891-92.

39 Compared .with the previous year the issues of licenses for Variations in number of Ii-
40 saltpetre refineries increased by 31, atd those for sajji, and ens.
41 rassi by193. ‘In crude saltpetre licenses issued over the whole
42 of the Internal Branch there was a falling off of 565, or from
43 47,745 to 47,180 and in the issue of khari license, a falling off
44 of 485, or from 6,079 to 5,594; but in the fees for these two
45 kinds of manufacture there was a total iacrease of Rs. 2,066,
46 caused, as elsewhere stated, by an increase in the issues in the
47 Punjab and the North-Western Provinces and Oudh, where
48 the higher rate of fees obtained, anda decrease in Behar and
49 Bhagulpur (where bad weather prevailed) where the rate is
50 only 4 annas perlicense. Taking up each province, the follow-
51 ing figures analyse the issues : (1) for the Punjab, in 1893-94,
52 refinery licenses, 38; crude saltpetre licenses, 1,338; in
53 1894-95, refinery licenses 41, increase 8, crude saltpetre licenses,
54 1,526, increase 188. The Assistant Commissioner informs us
55 that this increase is due to higher prices and greater demand
56 for saltpetre during 1894-95 ; (2) in the North-Western Pro-
57 vineces and Oudh in 1893-94, refinery licenses 112, crude saltpe-
58 tre licenses 5,828 ; khari licenses, 278 and rassi and sajji licenses,
59 1,260; in 1894-95, refinery licenses, 128; increase 16 ; crude
60 saltpetre licenses, 6,648, increase 820; khari 345, increase
