REPORT ON THE ADMINISTRATION OF THE NORTHERN INDIA
treasuries are few and far between, especially in some oft the
Native States and in the Central Provinces, it may be possible
to create, or to foster, a growing trade by permitting traders
to use post offices as treasuries for a low charge.
51. The cost of despatching through traffic salt by de-
partmental agency is met by a small charge per maund, and
the following figures exhibit an account of the receipts and
expenditure (z.e. cost of bagging and clearance) in connection
with this item :—
Rate of charge Receipts. Expenditure.

Pachbadra .., “ «. Three pies 15,658 26,998
Total ci oss £7,182 79,805.
The expenditure at Pachbadra was heavy on account of the
severe drought in that part of the country. Altogether
maunds 40,63,454 of through traffic salt were indented for dur-
ing the year, and the incidence of receipts upon this quantity
amounts to 4°59 pies a maund ; and maunds 39,80,803 were issued
at an average cost of 3°85 pies a maund.
Only the cost of bagging and clearance has hitherto been
included in the account of through traffic expenditure ; but a
portion of the fixed establishment at Khewra, SAmbhar and
Pachbadra is employed exclusively upon through traffic work,
and might be dispensed with if there was no through traffic
system. The cost of this establishment should therefore fairly
be charged against the through traffic receipts. The system
also increases contingent expenditure to some extent at Sam-
bhar and Pachbadra, and at Khewra increases considerably
the contract rate for carriage of salt from the mine to the
depot. The fixed and contingent expenditure debitable on
account of the above items to through traffic may be es-
timated roughly at Rs. 9,000 at Khewra, Rs. 8,000 at SAm-
bhar, and Rs, 2,000 at Pachbadra. If these sums be added to
the debit side of the account, the net result of the year’s
working was a loss of Rs. 1,623 as shown below -—
