North-Western Provinces and Oudh. The trade of the year
shows an increase of 77,768 maunds. .
63: The exports and importg of salt between Thibet and
Nepal and British territory along the frontier of the Northu-
Western Provinces and Oudh, during the past two years will be
found in the following statement:—

- ‘Fhe import and export trade both fell off during the year,
as compared with 1898-99, by mau 3,655 and maunds 3,311
respectively.
As tlie Government of India pointed out in their review
of the report submitted for the year 1888-89, the export of
salt which has paid duty to Nep4t and other places does not
really compensate for the loss of revenue caused by the im-
port of salt free of duty from Thibet into Kumaun and Garhwal.
Inquiries made, however, from the Commissioner of Kumaun
‘tended to show that it would be inexpedient to impose any duty
on Thibetan salt; and the increase in the imports of this salt
which occurred in 1889-90 was temporary only. The export
trade has in the past 22 years expanded considerably, while
the imports during the same period have been singularly
constant in quantity, as will be seen from the following figures
relating to this frontier trafic :—

The local inqury which Mr. Carey nbopaned to make in
consequence of the remarks of the Government of India has
not been made, but the above statistics show that the necessity
for making it is certainty not pressing. In the Kulu sub-
division of the Kangra district and in the upper Satlaj Valley,
there is also some consumption of untaxed Thibetan salt.
. 64. Statistics will now be given of the consumption of
salt in the different provinces with which this Department has
concern, omit ing Baluchistan, as the information in regard to
that area is imperfect. As explained i in last year’s report, in
view of the vbsence of any restriction on inter-provincial trade
and of the uncertainty as to the quantities of salt in stock in cach
province, the figures must be regarded as estimates vnly. If,
