SALT REVENUE DEPARTMENT FOR THE.OFFICIAL YEAR 1900-IQQI.
were made, as vacancies occurred, in accordance with the re-
sult of a competitive examination at which candidates selected
and ‘nominated, by the Commissioner were allowed to compete,
and the Commissioner was permitted at his discretion to pro-
mote subordinates of proved merit to the grade of Assistant
Superintendent. The proportion of the vacancies in the
superior grades, which was to be filled (a} by competition and
(3) by the promotion of subordinates, was left undetermined ;
and it was difficult to forecast with any accuracy the number
of vacancies likely to occur in any year. Passed can-
didates had therefore to wait sometimes for several,
months before they could be provided with appointments.
Under the orders now issued, the superior grades of the
Department will in future be recruited at a fixed ratio of 38
per cent. on the sanctioned strength of 44 appointments (ex-
cluding the appointment of Commissioner) ; or, in other words,
one appointment will be made to the superior grades in
every year and two inevery second year. The second appoint-
ment, thus made in every second year, will be given toa
deserving subordinate if there is any one qualified for
promotion; if not, this appointment also will be offered for
competition. Successful examination candidates will be
appcinted probationary Assistant Superintendents on Rs. 100
a month over and above the sanctioned scale until such time
as it may be possible to provide them with appointments
within the scale, upon the condition that if at any time the
number of probationers shows a tendency to increase unduly,
the rate of recruitment shall be proportionately restricted.
4. F've officers—Messrs. Nunn, Hollingbery, O’Connor,
Hunter and Cash—were lent to the Government of Bombay
fomfamine duty during the year. The other four were em-
ployed on this duty for a few months only during the summer
and autumn of 1goo, but Mr. Nunn was employed for nearly
eight months, On his return to duty in March igot, Mr. E. D.
Wilson was sent at the request of the Government of Bombay
to take his place. Mr. Bennett was also employed upon famine
duty in the Punjab from the rst April to the 1st September
1goo, inclusive.
8. Mr. H. Lyon, the Superintendent of the Mayo Mine,
was the first officer deputed to the Thomason Civil Engineer-
ing College at Roorkee for instruction in Jevelling and survey-
ing under the scheme sanctioned by the Government of India
in April 1900. His duties were satisfactorily arranged for
during his absence; and the only expense entailed upon
Government by his deputation was Rs, 240 on account of
College fees and Rs. 738 on account of the purchase of books
and instruments and Rs. g2-12-9 on account of travelling al-
lowance. Mr. Lyon passed with credit the prescribed course
in surveying, levelling and drawing, and his conduct at the
College is reported to have been exemplary.
The instruction which selected officers of the Depart-
ment will in future receive in surveying and levelling will much
increase their usefulness as public servants, and may often be
of advantage to them in private life ; and I am glad tu be able
to report that the opportunity of going through the course is
‘ being eagerly welcomed by the junior officere of the Depart-
ment.
