REPORT
ON
THE ADMINISTRATION
OF THE.
Horthern Yndia Salt Revenue Department
FOR THE
OFFICIAL YEAR 1901-1902.
. There was a decrease of Rs, 15,58,682 in the gross
revenue of the Department, the realisations of the year having
amounted to Rs. 1,91,77,114 as compared with Rs. 2,07,35,790
in 1900-01. There was no change in the rates of duty nor
in the prices at which salt was sold, except at the Pachbadra
Salt Source, where the rate of sale was raised from one anna
and three pies to one anna and six pies a maund with effect
from the 27th of January 1902. Maunds 74,81,964 of salt
were taxed as compared with maunds* 80,29,580 in 1900-01,
or a decrease of maunds §,47,616. There was a recurrence
of unfavourable manufacturing conditions at the Sambhar
Lake, where sales fell off from maunds 36,29,189 in 19coO-o1
to maunds 31,52,207—a difference of maunds 4,"6,982. A
rumour too was current during the latter part of the year that
duty was about to be reduced, which injuriously affected the
sales. Further, much of the salt purchased by traders in
1900-01 was not removed to areas of consumption until the
year, under report, the actual quantity issued having been
maunds 477,93,290 as compared with maunds 76,05,879 in
1900-01, or an increase of maunds 1,87,411.
__ 2. Charges amounted to Rs. 11,27,536 as compared
with Rs. 10. 11,§17 expended in 1900-01, or an increase of
Rs. 1,16,019. The net cost of the fixed establishment was
higher than in 1900-01 by Rs. 15,390. This was due, mainly,
to the payment of enhanced leave allowances and increments
of salary to officers; the introduction during the year of a
revised scale of pay to Inspectors and the subordinate (Lower
Division) Clerical Establishment; the wappointment of an
Assistant Surgeon at Sambhar; and the necessity for main-
taining a temporary establishment at Sambhar throughout
the year. The decrease under the head of servants and
eiiards was the result of reductions in the strength of this
establishment, which were given effect to under recent orders,
while the diminished expenditure on account of exchange
compensation was owing to the disbursement in 1goo-o1 of
a large sum in arrears.
The contingent expenditure of the year amounted to
Rs. 5,37,344 as compared with Rs. 4,47,059 in 1900-01, or
an increase of Rs, 90,285. The expenditure on the manu-
facture and excavation of salt was greater by Rs. 1,03,656
than in the previous year, as maunds 1,00,51,826 of salt were
paid for at the Rajputana Sources and in the c7zs-Indus and
Kalabagh Mines Division against maunds 45,85,674 in
#900-01. The principal increase in production occurred at
the Sambhar Lake, where the outturn amounted to maunds
61,76,499 as compared with maunds 13,78,943 in 1900-01,
and where the manufacturing charges were greater by
Rs. 72,284.
* These figures differ from those of the Report for 1900-01 owing to an error
of maunds 5,510 in connection with Mandi Salt (see Appendix Il).
