REPORT
ON
THE ADMINISTRATION
OF THE
Rorthern dudiy Salt Revenue Department
La.
FOR THE anc
OFFICIAL YEAR 1902-1903.
The gross revenue of the Department for the year under
report amounted to Rs. 1,93,78,967 compared with Rs.
1,91,76,698 collected during 1901-02, the increase amounting to
Rs, 2,02,269. There was an improvement in the trade of the
Sambhar Lake, but this was counterbalanced by a falling off in *
sales at the Pachbadra and Didwana Sources, and the increase
in the revenue of the year was due to a larger trade having
been done in the rock salt of the czs-Indus Mines. The
charges of the Department under the heads of Establishment,
Contingencies and Refunds during the year amounted to Rs.
10,55,607 compared with Rs. 11,31,356in tgot-o2. There
was therefore a decrease of Rs. 75,749 in expenditure, equal
to 7°18 per cent: Exclusive therefore of treaty payments,
the net revenué of the year amounted to Rs. 1,83,23,360 com-
pared with Rs. 1,80,45,342 in 1901-02, the increase amounting
to Rs. 2,78,018; and the percentage of the charges on gross
revenue amounts to 5°45 compared with 5°90 in the previous
year,
2. The cost of the fixed establishment of the Department
was Rs. 5,42,395 against Rs. 5,63,851 in rgo1-o2, The
saving of Rs. 21,456 was principally due to officers having.
been on leave and to the reduced cost of the subordinate
establishment of the Department. Contingent expenditure
amounted to Rs. 4,89,038 against Rs. 5,38,204 in the pre-
vious year. The decrease of Rs. 49,166 was mainly due to
the fact that less money was spent on the manufacture and
excavation of salt, and on the clearance of through traffic salt
in consequence of the decline at Sambhar in the trade under
that system. Refunds amounted to Rs. 24,174 against Rs.
29,301 in I90I+O2. 9 .
3. The actual disbursements of the year on account of
the treaties amounted to Rs. 29,74,445, and deducting Rs,
2,25,350 from this sum as not fairly debitable to the salt
revenue for the reason given in the first paragraph of my
Annual Report of 1898-99, a balance remains of Rs. 27,49,095.
Issues of salt for consumption in the United Provinces,
Rajputana, Central India and the Central Provinces and
Berar amounted to maunds 42,44,943 by this Department
and maunds 27,94,770 by the Bombay Salt Department ; and
on the basis of these figures the proportions of the treaty
payments debitable to the two Departments are Rs. 16,57,703
and Rs. 10,91,392 respectively. If this proportion of treaty
payments be added to-the ordinary expenditure of the Depart-
ment, the incidence of charges on gross revenue will be 14'a1
per cent, against 14°89 per cent. in the previous year.
