4 127. In former Reports it has been shown that in ordinary years the
5 Scope and condition of Punjab Territories may be expected to yield about
6 Punjab Finance, two crores of Rupees or two million pounds sterling,
7 and to expend 14 crores or 1} million pounds sterling, the remaining half
8 crore or half million pounds sterling being surplus, or, in other words,
9 that three-fourths of the income will be expended and one-fourth saved.
10 The income of course includes all the Revenues derived from the various
11 sources described in Section II. The expenditure includes the entire
12 cost. of the Civil Administration, the Post Office, the Military Police, the
13 Irregular Force, and the numerous fortified works for defence of Frontier,.
14 and all Public Works for the improvement of the country. But it does
15 not include the cost of the Regular Army cantoned in the Punjab, nor
16 the cost of constructing the Cantonments. The income and expenditure
17 having been thus balanced, the remainder is considered to be surplus,
18 available for the general purposes of the Empire. It has been further
19 demonstrated that, judged by this standard, the Punjab Territories, new
20 and old, yielded a very large surplus during the first four years, after the
21 Annexation of the Punjab Proper, which surplus had however been
22 swollen by extraordinary receipts, which would not always accrue. But
23 it was confidently calculated that the Punjab Proper would produce
24 upwards of 20 lakhs, and the Cis and Trans-Sutlej States 35 lakhs, in
25 all 55 lakhs and more, or upwards of half a million sterling.
26 128. The present Report will relate to the Finances of the years
27 Finances for the last 1858-54, 1854-55 and 1855-56, which may be thus
28 three years, abstracted.
