2 Punjab Proper Rupees 9,64,93,875 or £9,649,387 of Revenue have
3 been realized, and Rupees 1,48,83,034 or £1,488,303 or 153 per cent.
4 on Revenue have been spent on Public Works. It is believed that few
5 countries could show so proportionably large’an outlay of’ capital for
6 future improvement. There is much ground for satisfaction. inthe
7 reflection that the only item of increased expenditure in these Territories
8 relates to Public Works, ‘an item which of all others is the most bene-
9 ficial, and which is sure to yield a return sooner or later, and which is
10 the most easily susceptible of reduction if necessary. The extraordinary
11 expenditare may be considered as contingent and devoted to improve-
12 ments of various kinds. .But these, however desirable or important,
13 are not absolutely and emergently necessary. The ordinary expenditure
14 on Establishments which are absolutely necessary may be thus compared
15 with income :-—
