3 to be remembered, however, that the Punjab Administration has had not
4 only to build Cantonments for the Punjab Proper, but also to re-build
5 most of the European Barracks (always the heaviest item in the charges)
6 in the old Territory East of the Sutlej. In those last-named stations,
7 _ the Barracks were roughly constructed as temporary expedients on the
8 first occupation of the country, and have now to be permanently con-
9 structed at leisure. Again, all buildings of this kind are constructed once
10 for all, whereas on the other hand the annual surplus will be perpetually
11 flowing into the Treasury. °
12 . 181. It only remains to add that much attention has been paid to the
13 Department of Ac. Department of Accounts, that the inefficient
14 counta, , _ balance or unadjusted items in the Punjab Trea-
15 suries which in 1853-54 had fallen from 43 to 27 lakhs, have by 1855-56
16 still further fallen to 15 lakhs. When the transfer of the Punjab branch:
17 _ Offices of Account and Audit from Agra to Lahore shall have been effected,
18 greater punctuality and efficiency in the preparation of ‘the Financial
19 Returns will be secured.

23 132. The chief concern of the Punjab. Administration with the
24 General ‘scheme of Ecclesiastical Department is the construction of
25 hate Dalla: Churches. Inthe last Punjab Report (para. 481)
26 the general scheme of Church building in these Territories was explained.
27 It was stated how Churches had been sanctioned at the Chief Military
28 stations of Umballa, Meean Meer (Lahore), Sealkote, Rawul Pindee, and
29 ' Peshawur, estimated to cost 12 lakhs of Rupees, Government Grant,
30 and half a lakh private subscription, in all 24 lakhs or £22,500, and to
31 accommodate more than 5,000 persons. It was also shown that besides
