2 34, Kali Valley.—I might almost repeat the remarks of the last report ;
3 the Kulu: forests are all demarcated, with the exception of one tract on the left
4 bank opposite Dhobi, and possibly one or two others.
5 35.’ The forests in at are being demarcated, and are nearly finished,
6 Scere viz., 25 blocks. I am only awaiting the completion of the
7 a La aa reserves in the whole of the koth{s (14 in number, of which
8 nine, I believe, contain forests) to report them at once for transfer ; they will bo
9 all free of rights, except in a few instances, where the rights are defined and
10 Preservation of seattoread recorded. I have also proposed the better preservation of
11 deodar. the scattered deodur trees throughout this district by placing
12 Eaxily done them always as ‘royal trees” under protection of the
13 ; Forest Officer. Persons requiring trees could apply for
14 them during the summer months, when there is an officer on the spot; and it
15 could be no hardship that trees could not be had at other times, because, in the
16 first place, building is not carried on in the winter months, and also for urgent
17 requirements trees of P. Excelsa and others could still be had on application to
18 Tahsilddrs. The present system, as the Assistant Commissioner of Kulu agrees,
19 is insufficient, because ncither he nor the Tahsilddérs can be expected to have the
20 knowledge of what trees to cut, or, if they had, the complete familiarity with
21 forest localities, or the leisure to visit them, which the Forest Officer has.
22 36. This question, however, though long ago submitted, has never been
23 Guastias Loe sub esetiod settled, as the local authorities have not replied on the
24 ‘question, which has been put off, since Scptember 1870,
25 with the promise of a local report to be deferred on the ground of “ importance
26 of the subject not allowing of hurried action,” &c.,—pléns which on a simple and
27 straightforward question like this, and quite unconnected with any necessary
28 correspondence of former days, appear to me to be of little weight.
29 37. Woodlands or rakhs in the plains.—The transfers of all those that
30 or are intended to be transferred are complete, with the
31 Fuel R Division.
