3 95. I have here to note that the new establishment sanctioned for the
4 Forest establishment as unjab was generally organized during the year. Sanc-
5 newly sanctioned. tion had indeed been obtained before (Financial Depart-
6 ment, Government of India, No. 301 F., dated 15th May 1871, Department Public
7 Works Resolution No. 51 F., dated 1st February 1871), but it was necessary to
8 avail ourselves of the power given to the Local Government by the latter resolu-
9 tion, and re-distribute the numbers of the subordinate appointments within the
10 same total of cost for the different divisions.
11 96. This provided for all the Forest Divisions except two,—not indeed on a

22 98, A question, however, arose as to the position of the first-class Rangers,
23 Position of “Forest Who drew the same pay as officers called Sub-Assistant
24 Rangers,” Conservators in other Provinces. Their eligibility to pro-
25 motion was doubted, and the question was referred. It was not settled at the
26 close of the year, but 1t may not be inconvenient to add that circumstances have
27 removed the practical difficulties which surrounded the question, and that a
28 satisfactory solution is anticipated.
29 99. By the conversion of the Forest Rangers, 1st grade, to Sub-Assistant
30 Conservators, the appointment would be transferred to the Government of India,
31 leaving theother gradosas they were. One of the 100 Kupee-grade Forest Rangers
32 was during the year proposed to be reduced in consequence of a corresponding
33 increase to the Conservator’s Office by the appointment of an Accountant.
34 This was not carried out, however, during the year under report ; hence the
35 fizures do not exhibit the change.
36 100. The working and conservancy staff have been organised on a distinct
37 “Working and conser. footing from the office staff, and all miscellaneous names

43 101. The total office expenditure as sanctioned—11 clerks, 19 munshis and

45 The total controlling and upper subordinate staff as above is Rs. 10,400
46 per mensem.
47 The total forest and working staff (exclusive of the two Divisions, Plan-
48 Working staff ; abstract tationand Fuel Reserve), as re-distributed by sanction,
