15 197. Plantation Divisions.— According to the orders of the Government

24 198. The Changa-Manga Plantation, (Vankhéra Circle,) has been provided
25 for by acomplete working plansanctioned by Government,
26 so that it is important to observe that all future work and

29 or expenditure in question.
30 199, The working plan designed that the plantation should be completed

32 be fimshod. of the canal, a mishap which no working plan can provide
33 against, the work was not done, though, if the remaining
34 head for watering is finished (which it will be,) and the
35 Will be done, however, canal does not break again, the work will be completed
36 within this year (1872-73). = within 1872-73, a difference which will not seriously affect
37 the calculations. The mishaps to the canal were :—(1!) the Railway
38 bridge over the escape gave way ; (2) the canal was blocked up by timber; (3)
39 the Madhopur Dam gave way twice ; (4) a weir on the lower
40 part of the canal broke. This seriously retarded the work
41 and endangered the success of a large area already sown and planted. 1,232
42 acres of this latter work were, however, saved by a late watering in October
43 and November ; the result shows that late waterings are
44 decidedly to be objected to, confirming Mr. Brandis’ opi-
45 nion ; but it 1s important to remark that here there was a choice of two evils
46 of absolutely destroying 1,200 and odd acres, or of doing some damage to the
47 rate of growth ; the lesser evil was chosen, and the large area saved, though the
48 rate of growth suffered, and trees are only 6 inches tu 12 inches, though they should
49 But lesser of two evils have been 3 feet to 4 feet. Some parts of compartments
50 was chosen. which could not be watered in this way failed entirely, show-
51 ing that Mr. Ribbentrop’s judgment in this matter was correct. In January and
52 February, to make up for lost time special efforts were made for transplanting on a
53 large scale, and though again owing to canal difficulties only seven days’ water
54 was available, Mr. Minnikin, Assistant Conservator, (in
55 charge,) assisted by Mr. J. L. Lister, planted 871 acres in
56 those seven days, a result which is eminently creditable to these officers,
