2 950. This shows a total delivery of 2,08,587 maunds of fuel, and a
3 balance in stock of 5,859 maunds.
4 (B.) Depét Work and Sales.
5 251. Oneof the great defects of past working was the absence of a know:
6 ledge of stock in transit by rivers. A certain number of
7 “Transit Stock” takon trees was felled in the forests, and the logs thrown into the
8 ees river unregistered. After discussion, therefore, at the con-
9 ferences of 1870-71 and 1871-72, I issued a Circular (No. 4-869, dated 11th
10 January 1872,) directing that registration both of trees felled and of logs made
11 and launched should be kept, and the year of launching, as well as the kind of
12 timber, (if other than Deodar) indicated by initial letters on the logs.
13 252. Directions were also given to count on a given date, all logs
14 actually in or aboutthe river, 1.e., any where between a final
15 or sub-depdt and the launching places ; this number gives
16 the basis of a stock return which, added to the logs in depdt finally, and added
17 to the legs registered and launched during the year, gives the total number of
18 Government logs in possession—this number is of course liable to be slightly
19 increased by wind-fall logs and diminished by waif seizures, thefts, and breakages
20 against rocks. As Mr. Duff justly says :—

22 “Heavy floods of long duration, breakages and pilferings, will always
23 pe pee et reduce the floating stock more or less, and it is only
24 in cases when all fellings have ceased for a couple of
25 scasons that the exact losses can be ascertained. Nevertheless, by keeping
26 carefully the launch and depét registers, by noting all unusual floods, by
27 ascertaining the result of each heavy flood immediately it abates, by having good
28 men on the river, and keeping them at their work, and by counting during
29 the winter, as correctly as the nature of the river will admit, all stranded logs, a
30 very accurate estimate may be made of the stock between the forests and the
31 depédts.”
32 253. I have, therefore, for the first time, been able to add to this report
33 apa a Statement of Stock in transit, most of which (or at any
34 i rate gafely 75 per cent.) is shortly to be available, and
35 forms as real an asset to be taken into account (though never yet done) as
36 ‘‘ outstandings recoverable,” or any other item.
