conservancy. Tt is, therefore, proposed to reduce the royalty on houseposts,
ridge poles and rafters, in such cases to a minimum, The present rates of
royalty are shown in Appendix No. V.
63. The difficulty of effecting sales owing to competition with Nepal
timber at Byram Ghit, can only be met by se-
lecting the best logs for the Byram Ghit market,
and by allowing purchasers to cut up, or by sawing up departmentally the in-
ferior logs at certain places near the forests, where the sawn timber can be dis-
posed of readily at renumerative rates. The saw machinery, which Captain
Wood is bringing out, will probably facilitate the sale of inferior timber near
the forests very greatly.
Competition with Nepal timber.
64. The competition with dry-wood contractors in the timber market,
which seriously lessened the revenue under Head
I and II, in 1870-71, 1s now obviated by the dis-
continuance of the system of leasing the right to remove dead timber from the
forests, and by the employment of departmental agency in the collection of all
timber revenue in Oudh.
Competition with dry-wood contractors.
65. The revenue under Head V, grazing dues, was collected principally
Grazing dues, no compensation for the by departmental agency, and amounted to
injury done by cattle, Rs. 85,758-11-4, but this revenue does not com-
pensate for the injury done to the forests by cattle, and particularly by buffaloes.
It is, thercfore, matter for congratulation, that cattle grazing has been prohibited
in tho Tulsfpur forests. A proposal has been submitted for the sanction of the
Chief Commissioner in this office, No. 354, dated 22nd August 1872, to exclude
cattle from the 1st section of the Bharaich forests, for the better protection and
reproduction of sissoo trees in that locality.
66. The management of drift timber by departmental agency was tried
during the year under review, but was a compara-
tive fulure in a financial point of view. It has,
therefore, been deemed better to revert to the contract system in dealing with
this item of forest revenue. -
Management of drift timber.
67. The unadjusted advances to carters and rafting constractors made
within the last three years have been reduced
Unadjusted ad
‘i nes Cee from Rs. 23,383,-15-4, to Rs. 11,797-13-11, and
will, it is hoped, be further adjusted, but the old balances outstanding, prior to
the 30th April 1869, are stated by the Deputy Commissioner, Kheri, to be
barred by the Limitation Act, and to be irrecoverable in the Civil Court.
