5 Appointment of Political Agent, Manipur, to be a Justice of the Peace.
6 No. 411-E., dated the 8rd March, 1891.—In exercise of the power conferred by section 6 of
7 the Foreign Jurisdiction and Extradition Act, XXI of 1879, the Governor General in Council
8 ia pleased to appoint the offiver for the time being holding the office of Political Agent, Manipur,
9 being an European British aubject, to be a Justice of the Peace within the State of Manipur.

13 No. 412-E., dated the 8rd March, 1891.—In exercise of the powers conferred by sections 4
14 and 6 of the Foreign Jurisdiction and Extradition Act, KXI of 1879, the Governor General in
15 Council is pleased to make the following orders in reapeet of criminal proceedings within the limits
16 of the State of Manipur against British subjects other than (a) European British subjects and
17 (5) persons jointly charged with European British subjects :—
18 (1) The Political Agent, Manipur, for the time being shall exercise within the limits of the
19 State of Manipur the powers of a District Magistrate and a Court of Session as de-
20 scribed in the Code of Criminal Procedure, 1882. X of 1883.
21 (2) The Chief Commissioner of Assam for the time being shall exercise the powers of a ;
22 Court of Session and a High Court as described in the said Code in respect of all
23 offences over which magisterial jurisdiction ia exercised by the Political Agent,
24 Manipur, provided that the Political Agent shall not commit any accused person for
25 trial to the Chief Commissioner acting as a Court of Session.
26 (3) The Chief Commissioner of Assam for the time being shall exercise the powers of a High
27 Court as described in the said Code in respect of all offences over which the jurisdic-
28 tion of a Court of Session is exercised by the Political Agent, Manipur.
29 (4) In the exercise of the jurisdiction of a Court of Session conferred on him by this noti-
30 fication, the Political Agert, Manipur, may take cognizance of an offence as a Court
31 of original criminal jurisdiction without the accused person being committed to him
32 by a Magistrate, and shall, when so taking cognizance of any offence, follow the pro-
33 cedure prescribed by the Code of Criminal Procedure, 1882, for the trial of warrant x of 1989,
34 cases by Magistrates.

37 yo. 413-H., dated the 3rd March, 1891.—In exercise of the powers conferred by sections 4
38 and 6 of the Foreign Jurisdiction and Extradition Act, XXI of 1879, the Governor General in Coun-
39 oil is pleased to make the following orders for regulating the exercise of civil jurisdiction in the
40 State of Manipur in cases in which British subjects are defendants :—
41 (1) The provisions, so far as they can be made applicable in the circumstances for the time
42 being and as amended for the time being by subsequent enactments of the Acts speci-
43 fied in the schedule to thia notification, shall be applied.
44 (2) For the purposes of the said Acts, the Chief Commissioner of Assam shall be deemed to
45 be the Local Government.
46 (3) For the purpose of facilitating the application of the said Acts jn any oase, any of their
47 provisions may be construed with such alterations not affecting the substance as may
48 be necessary or proper to adapt them to the circumstancos of that case.
49 (4) There shall be a Court of Small Causes, with jurisdiction in all suits cognizable under
50 the Provincial Small Cause Courts Act, 1887, when the amount or value of the 1X of 1887,
51 subject-matter does not exceed five hundred rupees, and the Political Agent, Mani-
52 pur, for the time,being shall be the Judge of the Court of Small Causes.
53 (5) The Political Agent, Manipur, for the time being shall exercise the powers of a District
54 Court, as described in the Code of Civil Procedure, with jurisdiction in all original xtv of ise,
55 suits, whatever be the amount or value of the subject-matter, and in all other cases
56 in which jarisdiction is conferred on the District Court by any of the Acts specified
57 in the schedule to this notification.
