11‘ment of India the system of management of Wards’ Estates in the Punjab was

12‘examined and reported on last. spring. Provision is made for this business in

13rules issued under the authority of the Punjab Laws Act, IV of 1872. In each

14| case a scheme of management is submitted by the Deputy Commissioner for the —

15sanction of the Financial Commissioner. In the case of large estates such

16scheme generally provides for the appointment of local managers, on small

17salaries, acting under the orders of the Deputy Commissivner ; elsewhere the

18local management is carried on by the agency of the ordinary district staff.

19.. The large Zemindari estates which are to be found im the North-Western Pro-

20-vinces, Oudh and Bengal donot exist, and-work in connection with the Wards’

21Estates is very much lighter than in those Provinces. There are only some 39

22or 40 estates under the management of the Court of Wards, and their aggregate

23income amounts to something less than 4 lakhs a year. They are comprised

24within 18 of the 3ldistricts into which the Province is divided, and of these

2518 districts, one, Umballa, contains 11 of these estates. It is only in that district

26that the Deputy Commissioner seems to require any special’ assistance in the _.

27management, and this has lately been afforded him by. the appointment of a jae

28pensioned Tahsildar as general manager. «pain
