1Susmmary. ] POLITICAL, 3

2acknowledge the valuable services of Colonel Minchin and

3Colonel Blair Reid, Superintendents of Bahawalpur and

4Chamba respectively, for the manner in which, for some

5years, they have performed the duties entrusted to them.

6The revenues of both States have very largely increased, and

7public*works of the most beneficial and remunerative kind

8have been carried on successfully.

94, Of the two States of Maler Kotla and Kalsia, which

10have been lately withdrawn from British

11Kant Kotla and superintendence and entrusted to their res-

12pective chiefs, the Lieutenant-Governor is

13gratified to receive from the Commissioner of Umballa good

14reports. Both these States were visited by him during his

15tour in the cold season, and he was pleased to find general

16evidence of prosperity and contentment among the people.

175. Of the minor Sikh, Rajput, and Muhammadan States

18under the political superintendence of the

19ti ei St Punjab Government, no special notice in

20States. this review is necessary. The Lieutenant-

21Governor believes that instances of misgovernment and op-

22pression are rare; that the wholesome influence of English

23example has generally raised the standard of administration

24among the native principalities; and he would here only

25desire specially to notice Raja Shamsher Prakash of Sirmar,

26the first of the Rajpit Hill Chiefs, whose rule is distin-

27guished by an energy and enlightenment which make it an

28excellent example to all neighbouring States.

29Lastly may be mentioned Kashmir, the principal of:

30the feudatory States, in which Mahdraja

31Ranbir Singh is doing his utmost to deve-

32lope the great resources of the country. In this, the last

33report of the administration of Sir Henry Davies, he would

34desire to acknowledge the loyal and friendly spirit which has

35uniformly been evinced by this distinguished Chief in fur-

36thering, so far as it may have been in his power, the wishes

37and policy of the British Government.
