2 19. There ‘is a Native Doctor attached to each Jail; but all serious
3 cases of sickness are treated by the Apothecary attached to the Division,
4 or by the Medical Officer of the Commission.
5 ‘20. The sanatory state of the Jails may be judged of from the fol-
6 lowing figures. In the last five years there have been 496 prisoners in
7 the Road Jail, of whom six have died. In the Fort Jail 619 prisoners
8 and 80 deaths ; and in the Town Jail 1641 prisoners and 44 deaths.
9 21. The average differs widely in the several Jails, but from causes
10 indépendent of accommodation and employment. _
11 22. In the Fort Jail the casualties during the last five jyeats have
12 fallen among the Thug prisoners, many of whom have died from sheer
13 old age. e
14 23. The small average of deaths in the Road Jail is accounted for
15 by the fact, that only strong and able-bodied men are employed there,
16 and when a convict becomes sick he is removed to one of the fixed Jails.
17 24, Itis but fair therefore to take an average of the three Jails, and
18 the proportion of 80 deaths among 2,756 prisoners in five years appears
19 to be a small one, and to afford proof that out-of-door labor is a healthy
20 mode of employing prisoners in the Bangalore Division.
21 25. The Superintendent of the Division visits the Jails equendy;
22 but at no fixed periods. Corporal punishment is permitted under pecu-
23 liar circumstances, but only in the Superintendent’s presence. Major
24 Haines reports that he has only been obliged to resort to it once during
25 twelve years, and that during that period the behaviour of the convicts
26 has been orderly in Jail, and generally willing at work.
27 26. Having thus gone in detail into the system pursued ix in the
28 management of the Bangalore Jails, it is unnecessary to describe at any
29 length the similar establishments in the other three Divisions.
30 27. Inthe Astagram Division there are three Jails, at Mysore, at
31 Seringapatam, and at Hassan. The Jail at Mysore is a new, airy and
32 capacious building, on much the same plan as the new Town Jail at
33 Bangalore, and it is the intention of the Superintendent to abandon the
34 other two Jails. ;
35 28. There are at present 370 convicts, 73 persons under trial, and 8
36 lunatics in the Jail. No vagrant, or other person required to find
37 security, nor any civil debtor, is now in confinement.
38 29, The mortality in the Jails from July 1854 to the end of June
