REPORT ON THE ADMINISTRATION OF THE NORTHERN INDIA
Detailed explanations of the state of the stocks, manufac-
ture, trade and prices will be furnished further on. It is suffi-
cient here to say in connection with the subject of gross realizas
tions that the income of the Sambhar Lake depends on the
prices charged for the salt. In 1890-91 the price averaged 3°64
annas a maund andthe income amounted to Rs. 1,16,97,240;
in 1891-92 it fell to 2°72 annas and the income increased to
Rs. 1,22,25,292 ; in 1892-93 the price was reduced still further,
viz., to an average of 2°67 annas a maund, and the revenue went
up to Rs. 1,86,62,092; then came the difficulties that befell
the Lake in 1893-94, causing the average price to rise to
5°46 annas a maund, and the revenue fell correspondingly to
Rs. 79,52,922, Finally, in the year now ended, the average
price was 4°36 annas a maund, and the income rose again to
Rs. 1,11,84,265 ; it being thus apparent that the quantity of salt
sold each year is in accordance with the price. Excise duty
realized more than in 1893-94 by Rs, 30,78,692, and less than
in 1892-98 and 1891-92 by Ks. 27,07,459 and Rs, 13,538,236,
respectively. The sale price realizations were only Rs. 1,44,053
more than in 1893-94, though nearly 124. laes of maunds more
of salt were sold, owing to the higher prices obtaining in the
previous year. The miscellaneous collections increased by
Rs. 8,598, owing to the larger sales of through-traffic salt. The
net revenue, as compared with that of 1893-94, increased by:
Rs, 31,387,848, or Rs. 40°92 per cent.
The fixed charges of the year have increased by Rs. 5,074 as
follows :—Jncreases (1) Rs. 1,343 in the salary of the Assistant
Commissioner, owing to inclusion of the pay of an officer acting
for the Assistant Commissioner on leave; (2) Rs. 1,381 in the
pay of clerks, owing to the temporary deputation of a 3rd grade
clerk and to the acting allowance drawn by a clerk officiating
for the head clerk and treasury officer while the latter was
on leave; (3) Rs. 1,095 in the pay of inspectors, petty officers,
and men, owing to leave allowances and the transfer of a higher
grade inspector to the division; (4) Rs. 2,620 in the pay of
temporary establishment, owing to thd flooded state of the
lake in 1893-94, rendering it unnecessary to employ so many
guards to watch salt formations along the shores of the lake.
Decreases (1) Rs. 350 in exchange compensation allowance,
owing to the ultimate disallowing of this to certain officers;
(2) Rs. 1,008 in the pay and allowances of Superintendents
and Assistant Superintendents, owing to the salary of a Super-
intendent officiating as Assistant Commissioner being charged
under ‘' Assistant Commissioners ;” (3) Rs, 7 in medical estab-
lishment. .
Tn contingencies there is a net increase of Rs, 88,421. The
manufacture of salt accounts for Rs. 74,065 out of this amount.
Detailed particulars, concerning the manufacture of salt, will be.
furuished hereafter. As regards the balance of the increase in
contingent charges the following particulars are noted :—Zn-
creases (1) Rs. 1,586 in through-traffic charges, owing to the
increased quantity of through-traffic salt dealt with ; (2) Rs. 77
in the miscellaneous expenditure of the’ division; and (3)
Rs. 16,725 in refunds, consequent upon the reduction of the
price from eight annas to fourannas a maund necessitating
the refund of the difference realized for salt bought but not
