REPORT ON THE ADMINISTRATION OF THE NORTHERN INDIA
648 per cent. during 1894-95. The percentage of 1893-94,
6'36, was low owing to a special cause—a small outturn of salt
at the Sambhar Lake, consequent on a partial failure of the
monsoon, involving smaller payments on account ‘of cost of
manufacture.
2. The adjustment of the accounts of the Northern India
Salt Department for the year 1895-96 between this office and
the Comptroller of India Treasuries, and as published in the
Finance and Revenue accounts of the Government of India for
that year, was completed during February 1897. Under re-
ceipts, the accounts of the Comptroller show Rs. 22-12 more than
the accounts of this Department, owing to certain ‘items which
were taken credit for by this Department in 1894-95 having
been adjusted by the Comptroller in his accounts for 1895-96.
Under charges, the accounts of the Comptroller show Rs. 40
more than the accounts of this Department. This difference
the Com»troller has been unable to adjust, owing to the closure
of his accounts for 1895-96. The accounts of 1896-97 are still
under adjustment, and the result will be reported upon in the
next annual report.
3. The following statement shows the strength of the
establishment during the year under report as compared with

Excluding Kohat, there have been no changes in the
strength of the Departmental establishment, which stands now
as reduced by the Government of India on the recommendations
of the Finance Committee and the Commissioner of Northern
India Salt Revenue.
An addition of 4 officers and 182 men was made during the
year to the establishment of the Kohat Salt Mines, owing to
the enhancement of the duty on Kohat salt from eight annas
to two rupees a Lahori maund, and the necessity for increased
vigilance in the protection of the mines and deposits of Rock
salt, This addition was sanctioned in Government of India
No. 25468.R., dated the 12th June 1896, and comprised—
1 Superintendent,
1 Assistant Superintendent.
