The differences in the distribution of the two years are very
small. The Mandi State, it may be noticed, took maunds
42,359 during the year compared with maunds 39,464 during
1898-99 and maunds 37,035 in 1897-98.
44. The proportion of the total quantity of salt removed
from the mines which now goes to, or is declared for, British
territory is less than it was when the existing arrangements
for division of the so-called duty were sanctioned in 1878, and
the question whether the arrangements require revision on
this account in the interest of the Raja is at present under the
consideration of the Government of the Panjdb and of the
Government of India.
45. The following figures show the receipts and charges
of the past two years at the Sultdnpur Salt Works in the Gur-
gaon and Rohtak districts of the Panjab :—

There was but little difference in the trade of the two
years. Maunds 77,827 of salt were excised during the year
under report compared with maunds 78,188 during 1898-99, a
decrease of 361 maunds.
Owing to the continued contraction of manufacture a smaller
establishment was employed and a decrease occurred under
fixed charges. The small increase in expenditure under con-
tingencies was due principally to the payment to the establish-
ment of compensation for dearness of food grains under the
rules of the Civil Account Code.
46. The Department continued to levy excise duty and a
proprietary cess of three pies a maund on the produce of these
works, The salt is the property of the manufacturers and is
purchased from them by traders. Thirty-five factories worked
during the year at the following localities :—

Forty-two factories were licensed during 1898-99, and of
these seven closed: work during the year under report.
