REPORT ON THE ADMINISTRATION OF THE NORTHERN INDIA
addition fer throuch trafic salt sold at Warthganj of 6 pics
per maund for loading, filling, sewing-up bags and consigning
the sait to the purchasers. The slight decrease in miseeHaneous
receipts is owing to the through-trafic sales having fallen off
a little. :
Adverting to charges, there is an increase in fixed items of
Rs, 9,351; a decrease in the charges for excavation of salt
of Rs. 142; and an increase in other contingencies of
Rs, 3,919, all of which will be explained further on. The total
charges have increased by Rs. 13.128, and the percentage of
charges on revenue for the division has increased from 5°63
in 1892-93 to 5°97 in the past year. The charges for the past
year include Rs. 1,711 paid as exchange compensation allowance.
The salary of the Assistant Commissioner shows an in-
crease of Rs. 581 on account of annual increment of salary,
and Rs. 656 on account of exchange compensation allowance.
The salaries of Superintendents and Assistant Superintendents
have increased by Rs. 7,452, «2z., on account of exchange
compensation allowance Rs. 1,055, and on account of pay-
ment of annual increments and transfers of officers of higher
or lower grades, according to the exigencies of the service,
Rs. 6,397. The pay of English and Vernacular clerks is
more by Rs. 264 than 1892-93. The pay of Inspectors and
petty officers is slightly more by Rs. 417 owing principally
to promotion of Inspectors. The pay of servants and guards
_only differs by Rs. 19 from the same item in 1892-93, and the
charge for the medical establishment of the division is the
same in beth years.
: e
‘burning to contingencies, the following remarks explain
the differences in exch item:—Jxereases: Rs. 279 in travel-
ling allowance, owing chicfly to transfers of clerks made to
meet the exigencies of the public service; Rs. 335 in rewards
for the seizure of smugglers, due to the increased nuinber of
seizures effected on the Indus Pyeventive line in the Hazara
District; Rs. 238 in through-trathe charges. The quantity of
throtgh-tratic salt despatched was smaller than in 1802-03 ;
but owing to the increasing diffeulty of precuring labour at
Khewra, the contractors’ rate had to be increased during the year
from Rs. 2 to Rs, 2-4-0 per 100 maunds. As the fee levied from
‘traders for filling, loading and consiguing through-traffic salt is
6 pies per maunid, this charge is still 1°68 pies per maund less than
the amount collected. ts. 753 in miscellaneous charges owing
chiefly to the yurchase of two new one-ton platform weighing
machines for use in the, Warthganj depot and the repairs
of the machines in use; Rs. 2,585 in petty construction and
repairs. The repairs of buildings and roads cost less than
in the year 1892-93, but extra accommodation had to he pro-
vided for the staff at Khewra, and the guttering of the corrugat-
ed iron shed in which the salt is stored at Warthganj had
to be renewed. Three new guard posts had also to be erected
for the accommodation of the establishment on the salt range.
Decreases: Rs. 19 in the cost of conveyance of tents and
records. This is a merely trifling difference. Rs. 226 in
purchase and repairs of tents. owing to no new tents having
been purchased in 1893-94; Rs. 40 in-house rent and horse
allowance owing to no house rent heing now paid to the In-
spector in charge of the Dera Ghazi Khan beat; Re. 1 in
hot weather charges; Rs. 86 in service postage charges owing
