6 Branch, and these officers report that everything was in good
7 order in the factory at the timeof their visits, and that all neces-
8 sary precautions are observed to prevent loss to Government by
9 any misuse or theft of any of the salt on which a refund is
10 allowed.

12 70. On the 22nd of April 1893. the Government of Issue of duty free tarred
13 India in the Department of Finance and Commerce in letter
14 No. 17258.R. sanctioned the issue to the Punjab Pottery
15 Works, Limited, of duty-free tarred dust salt from the Punjab
16 mines for the manufacture of pottery, and at the same time
17 authorized the Commissioner of Salt Revenue to issue similar
18 salt duty-free to other applicants for the same purpose, under the
19 same rules and conditions, of which the following is a copy :—
20 I. Only what is*known as “dust salt” is to be issued.

22 It must.be mixed with tar before issue, and no
23 salt in lumps may onany account be given.’ The
24 price charged for the salt will be three pies per
25 maund. .
26 Applications for tarred salt shall be made in writing
27 to the Assistant Commissioner of the Punj4b Mines:
28 ‘Division at least 24 hours before the salt is required
29 for delivery. Hach such application shall be ‘accom-
30 panied by the price of the quantity of salt applied for.
31 III. The operation of mixing the tar and salt in the pro-
32 portion of not less than one seer of the former to One
33 maund: of the latter shall be supervised by the
34 Superintendent on duty at the Warthganj depdt
35 at the expense (not exceeding Rs. 5a day) of the
36 applicant for his services. The applicant shall also
37 supply the quantity of tar required for the mixture.
38 IV. The Superintendent will be responsible that no small-
39 er quantity of tar than that prescribed by the Assistant
40 Commissioner of Salt Revenue is used in the mixture,
41 and before granting the usual protective documents
42 for the removal of the tarred salt from the depdt, he
43 shall certify to the Assistant Commissioner that the
44 process of.mixing the tar with the salt has been
45 thoroughly performed. :
46 V. Before the tarred salt is removed from the depot, the
47 applicant shall furnish a written guarantee that
48 it is intended solely for use in the manufacture of
49 glazed pottery, and that every possible precaution
50 will be taken to prevent the article from being stolen
51 or restored to a condition fit for human consumption.
52 VI, Any case in which it is proved that the duty-free
53 tarred salt has been restored, or that an attempt .
54 has been made to restore it, to a condition fit for
55 human consumption will disqualify the owner of the
56 manufactory whence the impure article was obtained
57 from receiving duty-free salt in future, and will render
58 the remainder of his stock of duty-free tarred salt
59 liable to confiscation.
60 VII. The owner of a manufactory where duty-free tarred
61 salt is allowed to be stored and consumed shall keep
62 a book showing the daily expenditure of such salt,
63 the purpose for which itis expended, and the stock
