2 Article III. " That the British Government has
3 ** requested a passage for the merchants and traders of
4 " Hindostan, by the river and roads of Sindh, by
5 " which they may transport their goods and merchan-
6 " dize from one country to another, and the said Govem-
7 " ment of Hydurabad hereby acquiesces in the same
8 " request oq the three following conditions :
9 1st. •' That no person shall bring any description of
10 " Military Stores by the above river or roads.
11 2d. " That no armed vessels or boats shall come by the
12 " said river.
13 3d. *' That no English merchants shall be allowed to
14 " settle in Sindh, but shall come as occasion
15 " requires, and having stopped to transact their
16 ** business, shall return to India.
17 Article IV. " When merchants shall determine on
18 " visiting Sindh, they shall obtain a passport to do so
19 " from the British Government, and due intimation of
20 *' the granting of such passports shall be made to the
21 " said Government of Hydurabad, by the Resident in
22 " Kutch or other Officer of the said British Government.
23 Article V. " That the Government of Hydurabad
24 " having fixed certain, proper, and moderate duties to
25 " be levied on merchandize and goods proceeding by the
26 " aforesaid routes, shall adhere to that scale, and not
27 " arbitrarily and despotically either encrease or lessen
28 " the same, so that the affairs of merchants and traders
29 " may be carried on without stop or interruption, and
30 " the custom-house officers and farmers of revenue
31 " of the Sindh Government, are to be especially directed
32 " to see that they do not delay the said merchants, on
33 " pretence of awaiting for fresh orders from the Govern-
34 " ment, or in the collection of the daties ; and the said
